Naka Power Utilities (NWT) 2025 General Rate Application
Northland Utilities (NWT) Limited, doing business as Naka Power Utilities (NWT) (Naka-NWT), has submitted its 2025 General Rate Application (GRA) to the Northwest Territories Public Utilities Board (Board). Naka-NWT provides safe, reliable electrical services to customers in the Town of Hay River, Kakisa, Dory Point, Fort Providence, Sambaa K’e, Wekweeti, Enterprise and the K’at’lodeeche First Nation.
Naka-NWT 2025 GRA Application Overview
On November 25, 2024, Naka-NWT filed its 2025 General Rate Application with the Public Utilities Board (PUB or Board). For the 2025 Test Year, Naka-NWT has provided two revenue requirements, as directed by the Board:
- an annualized revenue requirement, inclusive with the Town of Hay River ($14.3 million); and
- an annualized revenue requirement, excluding the Town of Hay River ($6.2 million).
These revenue requirements are needed to support ongoing operation of Naka-NWT, as well as to recover the costs of several extraordinary events leading up to this Application, including:
- 2023 wildfires response and recovery in the NWT;
- extended shutdown of the Taltson Hydro Generation Plant and addition cost of fuel to operate the Hay River Standby Generation Plant; and
- preparation for the Hay River Disposition
At the time of the Application, Naka-NWT continues to serve the Town of Hay River. To begin collecting shortfalls and to minimize future true-ups, Naka-NWT has requested an interim rate request to recover 70 per cent of its cost, on an interim refundable basis, effective January 1, 2025.
Naka-NWT is also requesting a two-part process for its Application, as well as for NTPC’s recently filed 2024-2026 General Rate Application.
Part I: Test and approve the utilities’ respective revenue requirements.
Part II: In parallel to the testing of revenue requirements, Naka-NWT is requesting that the Board take steps, in coordination with the Government of the Northwest Territories (GNWT), to initiate a combined and collaborative process to review and reform rate design in the Northwest Territories, in order to ensure that all customers in the territory are treated fairly and equitably with respect to utility rates.
